Texas Comptroller to Freeze New ‘Historically Underutilized Business’ Certifications

The Texas Comptroller of Public Accounts is moving to “freeze” the Historically Underutilized Business (HUB) program to ensure it remains in compliance with new state legislation and executive orders related to diversity, equity, and inclusion (DEI).

“Texans deserve a level playing field where government contracts are earned by performance and best value — nothing more, nothing less,” Acting Texas Comptroller Kelly Hancock stated in a press release.
