Meet Kelly

Kelly Hancock is a lifelong Texan, small business owner, and proven conservative leader who stands firm on the principles of faith, family, and free enterprise. Now running for Texas Comptroller of Public Accounts, Kelly is ready to put his experience and steadfast values to work protecting taxpayers and keeping Texas state government strong, prosperous, and accountable.

Kelly built his family-run distribution company from the ground up. He’s seen firsthand how red tape and government overreach can get in the way of job creators, and that’s why he’s made it a priority to cut unnecessary regulation – authoring the largest occupational licensing deregulation effort in Texas history – and keep Texas open for business.

A fiscal conservative through and through, Kelly served 10 years on the budget-writing Senate Finance Committee, five years on the Legislative Budget Board, and passed Texas’ conservative state spending limit (SB 1336) to make sure the state lives within its means—not just today, but for future generations. He also negotiated the Texas Property Tax Reform & Relief Act, which put in place local government spending caps including the “voter-approval” tax rate. Since day one, he’s voted for every property tax cut to cross his desk, and he’s not finished fighting for your right to own your home outright.

As someone who believes deeply in the rule of law and national security, Kelly has always been a strong advocate for border security. He worked closely with Governor Abbott and President Trump to fully fund the Texas border wall, defund sanctuary cities, and support Operation Lone Star—because keeping Texas families safe should always come first.

Kelly believes government should serve the people of Texas — not the other way around. That principle has guided everything from his fight to end surprise medical billing to his work defending small businesses and churches during the pandemic. He passed protections against frivolous COVID-19 lawsuits (SB 6) and led the charge on a constitutional amendment (Prop 3) that ensures churches can’t be shut down by local mandates—ever again. After Winter Storm Uri, Kelly overhauled ERCOT (SB 2) and led the efforts to fix our power grid. And he’s never wavered when it comes to election integrity, helping to pass strong laws to stop voter fraud – including monumental mail-in ballot reforms (SB 5) – and protect every legal vote.

Kelly’s public service journey started close to home. As a new dad, he wanted to make sure his daughter—and every student—had access to a great education. So he stepped up and served over a decade on his local school board, where he fought to keep standards high and pay teachers well. Later, in the Legislature, he continued that work—voting to raise teacher pay and backing policies that support strong schools and dedicated educators. He’s also been a strong advocate for education freedom, supporting the right of parents to choose the school that’s best for their kids, whether it’s public, private, charter, or homeschool.

The Hancocks’ Christian faith is central to their daily lives. It’s what drives Kelly’s strong stand on pro-life and pro-family policies. He voted for the Texas Heartbeat Bill and is a strong advocate for improvements to foster care and adoption.

He also stood up for Texans’ Second Amendment rights, voting to make Constitutional Carry the law of the land and passing a bill that allowed trained volunteer security teams in churches—a measure that was credited for helping save lives when tragedy struck at the West Freeway Church of Christ in 2019.

Kelly is no stranger to perseverance. Diagnosed with a rare kidney disease as a young adult, he never let it slow him down. He ran marathons, grew a business, and served his community—all without ever making his health struggles an issue. In 2022, he received a life-saving kidney transplant from a living donor, his son-in-law, and today, he’s in the best shape of his life.

The Hancocks have been happily married for 38 years and are proud grandparents to six tiny Texans!

Kelly has been married to his high school sweetheart and best friend, Robin, for 38 years. The Hancocks have three adult children, Chloe (Greg), Skylar (Aaron), and Harrison (Parker), and are proud grandparents to six tiny Texans.
